Minutes of Pre-bid Meeting - Door-Step Delivery of Medicines (Retail) on Credit Slips to Retirees, Employees, and Eligible Dependents, Residing in the State of Tamil Nadu and Puducherry (Union Territory) and Bulk Supply to Bank Dispensaries in Chennai

Corrigendum Cum Addendum

Confirming to the schedule mentioned in the Notice Inviting e-Tender uploaded in the MSTC portal and RBI website, pre-bid meeting for the captioned e-tender was held on June 05, 2025, at 11:00 hrs in the Bank premises. The details of the participants are listed below:

The meeting was chaired by Smt. Sheela Baiju, Deputy General Manager, HRMD. Shri Arun Prabhakar, Manager, CES has initiated the proceedings of the meeting by welcoming the participants and Officials of HRMD-CES. Later, Shri Venkata Sudheer Reddy, AM briefly explained various aspects of the e-Tender and apprised the participants about the implementation of new system for delivery of medicines to the doorstep of the beneficiaries. Participants were requested to take into account of all the operational costs arising out of delivery of medicines under retail model, while placing the financial bids.

With the permission of the Chair, queries if any, were invited from the participants.

The queries put forth by the participants and clarifications provided by Officials of the Bank are tabulated below for information:

1. As per para 7(a) of Page no. 21 of the Tender Document,

a) Supplier must submit the original copy of credit slip alongside the tax invoices for payment. How it would be carried out in case of supplies made on receipt of electronic copy of the credit slip?

b) Is it mandatory to submit a copy of the credit slip duly signed by the beneficiaries while submitting a claim for payment?

a) Supplier can collect the physical copy of credit slips, against which the supply has been made already, during the working hours of the dispensaries of the Bank. The same may be forwarded to the Bank along with the Tax Invoice while submitting a claim for payment.

b) Corrigendum revising the mode of confirming the receipt of medicines by the beneficiaries will be issued in due course.

2. Can Bank share details (in numbers) of the beneficiaries under the system for doorstep delivery of medicines? Details regarding the same is placed below as Annex IX.
3. Can Bank consider reimbursing the packaging and delivery charges of the medicines on an actual basis other than the payment of MRP less uniform discount quoted? Bidders are advised to place their financial bids in the MSTC portal by taking into consideration of all the operational costs (delivery charges, packaging charges, delivery representative fees, cold chain management charges, etc.) arising out of the delivery of medicines in retail and bulk.

Bidders must arrive at the final amount in the tax invoice, after applying Uniform discount on MRP. The Bank will only settle the tax invoice, after deducting applicable GST and IT TDS.
4. In terms of para 6 (a) (i) of Page no. 20 of the Tender Document, delivery should be made on the same day if the credit slip is forwarded/intimated before 03:00 PM. Can the Bank consider providing concession on timelines taking into account of uncertain operational exigencies? Timelines for delivery of medicines to the beneficiaries were fixed as per the directions issued by the Employee Health Section, Central Office.

Request made by the participants regarding revision of timelines for delivery of medicines to the addresses within Municipal limits of Chennai and outside of it will be considered for discussion. Revision, if any, in this regard will be communicated in the Corrigendum to be issued in due course.
5. Is the Bank planning to launch a common portal to on-board the Supplier and Beneficiaries for seamless functioning of doorstep delivery of medicines? At present, the Bank does not have any plans or proposals to launch a common portal for on boarding the stakeholders of the system for doorstep delivery of medicines.
